What is Suma

Suma Gestión Tributaria is an autonomous body created by the Diputación Provincial de Alicante in 1990. Our mission is to manage municipal taxes on behalf of the City Councils in the province of Alicante. It's a local public administration and develops the application and management of the tax revenue on behalf of the City Councils and of other public administrations that delegate these operations on Suma.

The Suma brand wants to represent the concept of integration, increase, growth, incorporation. Suma is the union of different wills to improve together the future of the City Councils. Under this name we have developed a corporate culture based on "more services for the taxpayers and more services for the City Councils.". A commitment shared by the entire organisation and embodied in the terms of its Mission, Vision and Values.

Governing bodies

The governing bodies are: The Council, the President and the Vice-President. The Council is chaired by the President of the Alicante Provincial Council and consists of 7 to 11 members, in addition to the Executive Director of Suma.

The director is appointed by the President of the Diputación and is the management organ. The delegate secretary is the legal counsellor of the board and the delegate controller, responsible for taxation, according to the statutes. Apart from the board, there is a consulting organ named council of mayors, which guarantees the participation of the City Councils delegating on Suma.

Competence

Integral management of taxes

Suma specialises in the management of municipal revenue. In the development of this task, we manage:

  • Real Estate Tax (IBI)
  • Tax on Economic Activities (IAE)
  • Vehicle Tax (IVMT)
  • Tax on Increase in Urban Land Value (IIVTNU)
  • Tax on Building, Installations and other Work (ICIO)
  • Traffic penalties, administrative fines
  • Charges and other public revenue of the municipality (Rubbish Collection Tax, Sewage, Non-parking Spaces and Dropped Kerbs, etc.)
  • Water treatment levy of the Waste Water Treatment Entity of the Autonomous Community of Valencia
  • Revenue of public right of the Water Users Communities

Money advances

Suma offers a system of advances for those City Councils which request it, up to 75% of the expected and future revenue of the Real Estate Tax and the Tax on Economic Activities. These amounts, received from January to September, allow City Councils to have enough economic resources available during those months, since these taxes are not collected until the end of October.

This system is well received and is much valued by the City councils in Alicante province, helping them with their liquidity.
